| In 2008 the New Hampshire Legislature passed laws that will require municipalities to examine promptly and possibly amend zoning ordinances regarding growth management, workforce housing opportunities and small wind energy systems, among other bills affecting zoning and planning. Land use boards should review their meeting procedures and record-keeping practices in light of Right-to-Know amendments clarifying how the law applies to electronic communications and records. This lecture will explain these important statutory changes and put them in context.

| Conflicting goals and incentives among developers, abutters, municipalities, the state and other stakeholders make New Hampshire's development permitting process increasingly complex, risky and often adversarial. Too often, this atmosphere serves no side well and increases the cost of housing without appreciably improving environmental or planning outcomes. How can developers and the professionals who serve them anticipate and meet, or even exceed, the desires of regulators while protecting themselves? What do municipalities, abutters and regulatory agencies really want from private developers, and how can they get these results without making the process unreasonably complex or uncertain? What responsibilities do private landowners and developers have beyond compliance with the letter of the law?
Attend this seminar and get the answers to these questions. Our faculty have a strong background in municipal planning and law and will provide insights into the planning process from the viewpoint of the regulator as well as of a developer sympathetic to the public interest in privately developed land. |
